Southern Water road closure in Hook Road, Ampfield

Ampfield Parish Council had a meeting on site this morning with representatives of Southern Water and United Infrastructure at which we passed on many of the comments we have received from parishioners of Ampfield. We were also updated on a number of aspects of the water main replacement work being done there.

Ampfield Parish Council is not responsible for any of the work, not can we directly influence the work in any way, but we have acted as a way of communicating concerns of Ampfield parishioners.

Hook Road REMAINS CLOSED TO THROUGH TRAFFIC which will see no change to the present situation at the moment. The junction onto the A3090 at the Potters Heron hotel is now open for access only for residents from Hookwood Lane to the Potters Heron and for traffic to the Southampton Link Main and Alfred Homes sites. There is now a hard road closure on the hill shortly before the junction with Hook Crescent. Residents from there to the Hursley Road crossroads have their access unchanged.

The changed arrangements mean that there will no longer be through traffic entering the long single width section of road with no visibility from one end to the other. The heavy site traffic for the Southampton Link Main site will no longer be mixing with local traffic to housing along single width sections of roads. It will also mean that residents travelling from Hookwood Lane, Broadgate Farm and Potters Heron Close will now be able to get to Romsey more easily. It will be more difficult to get to Chandlers Ford for these residents until the works finish, but at least the frustration associated with the diversion will be shared in time between these two groups.

The lack of activity at the site is being addressed. The abandoned Range Rover was reported to Test Valley BC who have put a removal notice on the vehicle.

As well as Hook Road, Pound Lane will also be closed from 12th January 2026 to 3rd April 2026 for Southern Water works.

Southern Water works on Hook Road - An update from the Parish Council 17.11.2025

Parishioners living in or near Hook Road in Ampfield as well as those who use Hook Road to get from the A3090 to Hursley Road will be aware of the closure of Hook Road from 5th November 2025 to 30th March 2026 with a short reopening over the Christmas and New Year period.  Those living in or near Hook Road may be aware that apart from minimal surveying work and a few trial holes, no work was being done in Hook Road from 5th November until 16th November 2025. 

Ampfield Parish Council (APC) have been in contact with HCC Highways during that period to see if the road could be re-opened during that period or temporary traffic lights could be used.  United Infrastructure, Southern Water's contractor, say that the Highways Authority required a full road closure to be in place.  HCC Highways say that this is not true and that the details of a road closure or temporary traffic lights is determined by Southern Water and its contractors.  The permit for the road closure includes a condition (NCT09d) which says "Where possible the road closure will be lifted and use of lights integrated to ease burden on traffic and impact in area".

HCC Highways have not provided any contact details for anyone that APC can meet with and neither United Infrastructure nor Southern Water have responded to APC's request for a meeting about the road closure.
